About EMS
Our Story
Enhanced MCSAP Solutions LLC was established in 2024 by partners Gene Cote, Adam Pockette, and Aaron Hayden, who together bring decades of experience leading commercial vehicle enforcement programs at the state and federal levels.
Gene and Adam both served as MCSAP Commanders within the Vermont Department of Motor Vehicles (VTDMV), operating under Agency of Transportation (AOT). Their leadership effectively blended the strategic oversight of the Agency of Transportation with the operational expertise of the DMV and the specialized enforcement responsibilities of the MCSAP lead agency. This integration created a uniquely effective approach to program management. Unlike many agencies that operate in silos, Gene and Adam worked collaboratively across all three entities, actively participating on leadership teams and providing guidance on diverse projects spanning policy, operations, and enforcement.
EMS was built on a simple mission — to help jurisdictions modernize their safety programs, streamline federal grant management, and implement technology that enhances roadway safety.
Our partners have each commanded their state’s commercial vehicle enforcement unit, successfully managed complex grants and projects from application through deployment, and two partners have served as FMCSA State Program Specialists.
We operate as a lean, self-funded LLC with no loans, shareholders, or outside obligations. This independence allows EMS to focus entirely on public-sector success and measurable results.
Our Mission
Assist stakeholders in reducing the frequency and severity of crashes involving large trucks and buses by providing innovative, data-driven approaches to enforcement and administrative support for MCSAP-funded programs.
