Jurisdictional Experience

Vermont
EMS partners have led multiple FMCSA-approved initiatives for the State of Vermont, encompassing Program Plan/Top-Level Design (PP/TLD) development, High Priority ITD grant writing, and full-cycle project management.
The team successfully authored and submitted PP/TLDs for FFY 2023 – 2025, all of which received FMCSA approval. These plans supported a series of High Priority ITD grant awards, including an $840,000 project that funded Vermont’s Smart Roadside and Tire Anomaly System. That system became fully operational ahead of schedule, integrating USDOT readers, WIMS, tire-pressure monitoring systems/tire anomaly systems, and CVIEW connectivity.
In addition, EMS team members provided executive oversight for ITD Core Compliance efforts that modernized the state’s IRP, IFTA, and PRISM systems — bringing Vermont into full FMCSA compliance a year early.

Maine
Through stakeholder collaboration, project prioritization, and grant authoring, EMS produced a comprehensive PP/TLD aligned with FMCSA requirements and successfully positioned Maine to secure future HP-ITD funding for implementation.

Rhode Island
EMS supported the State of Rhode Island in advancing its commercial vehicle safety and information-technology programs through High Priority ITD and CMV grant development and a complete rewrite of its three-year electronic Commercial Vehicle Safety Plan (eCVSP).
The updated plan aligned Rhode Island’s goals with FMCSA performance metrics, resulting in multiple grant awards and a stronger foundation for program funding and ITD modernization.

Representative Projects
Vermont PP/TLD Plan Development (2020 – 2025)
Scope:
Authored and updated Vermont’s PP/TLD plans to achieve FMCSA approval and maintain ITD Core and Expanded ITD status.
Role:
Project Manager — led stakeholder meetings, identified ITD needs and gaps, mapped interoperability, and drafted full PP/TLD submissions.
Outcome:
All plans approved by FMCSA for FFY 2023–2025; High Priority ITD grants awarded; Expanded ITD projects deployed statewide.
Impact:
Created a foundation for sustained funding and modernization of Vermont’s commercial vehicle safety systems.
Smart Roadside & Tire Anomaly System Deployment (2022 – 2025)
Scope: Authored and managed a $840,000 HP-ITD grant to design and install Vermont’s Smart Roadside and Tire Anomaly System on I-89.
Technologies Included: Automated USDOT and HAZMAT placard readers, overview imaging, tire pressure sensors, weight-in-motion scales, and CVIEW integration.
Role: Project Manager — oversaw budget, vendor RFP, project scheduling, interagency coordination, and final inspection.
Outcome: System completed and operational November 2024 — ahead of the planned Fall 2025 completion.
Impact: Improved roadside screening accuracy, 24/7 monitoring of high-risk carriers, and more efficient inspection selection.
ITD Core Compliance & Modernization Project (2020 – 2022)
Scope: Directed IT integration and system replacement for Vermont’s IRP, IFTA, and PRISM systems to meet FMCSA ITD Core requirements.
Role: Executive oversight in partnership with the State’s Director of Digital Services; managed vendor collaboration, interoperability, and deployment of a new SaaS-based CVIEW platform.
Outcome: Vermont achieved ITD Core Compliance in August 2021 — ahead of schedule — with full web-based credentialing and real-time roadside data access.
Impact: Streamlined credential verification, improved customer service, and enhanced safety record accuracy.
Maine PP/TLD Development and HP-ITD Grant Writing (2025 – Ongoing)
Scope: Partnered with the State of Maine to develop an updated PP/TLD and submit High Priority ITD grant applications.
Role: Technical advisor and author; facilitated stakeholder coordination, identified ITD project opportunities, and drafted compliant FMCSA submissions.
Outcome: Active engagement with state agencies and FMCSA reviewers to ensure early approval and accelerated project implementation timelines.

Scope: Authored High Priority ITD and CMV grant applications and completed a full rewrite of Rhode Island’s three-year eCVSP.
Outcome: Multiple HP-ITD and HP-CMV grant awards; comprehensive eCVSP update aligning Rhode Island’s enforcement strategies and budget with FMCSA performance goals.

Program Development Impact
As former MCSAP Commanders, the EMS team successfully implemented:
- High Priority CMV Programs that reduced commercial motor vehicle fatalities by 88% in Vermont.
- Expanded ITD Systems that improved roadside efficiency through Smart Roadside technologies including plate readers, weight-in-motion sensors, and tire anomaly detection.
- Integrated Credentialing Systems allowing real-time roadside verification via CVIEW, IRP, and IFTA data sharing.
- In Vermont, Adam and Gene leveraged their grant writing and management expertise to grow the state’s average FMCSA federal grant awards to six times what they were when Adam first became Vermont’s MCSAP Commander.
